اللامركزية المالية اسلوب للحوكمة الديمقراطية ومحاربة الفساد

المستخلص

تعد اللامركزية المالية اداة لتحقيق العديد من الاهداف الاقتصادية والسياسية والاجتماعية والتي يقف على رأسها تحفيز وترقية النمو الاقتصادي والعدالة الاجتماعية وتسكين الفوارق الاثنية وفض النزاعات الداخلية ومحاربة الفساد. فالتقدم المخيب للآمال في الايفاء بالأهداف القومية عبر المركزية حفز العديد من الدول وخاصة النامية الى التفكير خارج اطار استراتيجيات التنمية من الاعلى الى الادنى بشكل اكثر جدية. كما ان التغيرات السياسية والاقتصادية والتقنية السريعة  دفعت بقوة نحو الاتكاء على المستويات الادنى للحكومة. هذه الحيثيات دفعت العديد من الدول وخاصة النامية في السنوات الاخيرة الى الاقتناع بشكل واسع بان الحلول للعديد من المشاكل التي تواجه اقتصاداتها تكمن في لامركزية اكبر واستقلال مالي .وقد تناول البحث عدد من الموضوعات مبتدئا بماهية اللامركزية المالية ومكوناتها وقياسها والنظرة اليها وسماتها ووجهات النظر الداعمة والمعارضة لها ومحدداتها وعلاقتها بالفساد. وتوصل البحث الى ان اللامركزية المالية ليست سلوك اعتباطي او عفوي / مزاجي وانما ظاهرة متعددة الابعاد يعتمل فيها العديد من العوامل الاقتصادية والسياسية والاجتماعية والمؤسساتية والادارية  . وان اللامركزية المالية كنظام يحقق العديد من المنافع وعلى اصعدة مختلفة تفوق وترجح كفة المساوئ والاضرار التي قد تحصل . وانها سياسة ناجعة للحد من الفساد .
